- A subcommittee of the Structural Engineers Association of Northern California (SEAONC) has been working for the past five years on the development of a Building Rating System. The SEAONC rating system is based on ASCE-31, a national consensus based document that represents the state of the art in identifying building performance using standardized structural and nonstructural checklists. ASCE-31 has been developed and vetted by many of the leading U.S. experts in seismic engineering. The USRC is adopting the SEAONC Building Rating System as a process for estimating resiliency in terms of safety, damage and downtime. The Applied Technology Council (ATC) and the Federal Emergency Management Agency (FEMA) are developing the Next Generation Performance-based Seismic Design Guidelines (ATC-58). The purpose of the project is to develop a series of resource documents that can be used to reliably and economically estimate the performance of new and existing buildings, and to assist stakeholders in risk management of individual buildings. The USRC is adopting ATC-58 as a consensus based, technically defensible process for estimating resiliency in terms of damage and downtime. Download a slide presentation on ATC-58.
- The USRC has developed a strategy paper that briefly describes the goals and action plan of the organization. This paper can be used to stimulate a discussion about resiliency among buidling owners and stakeholders. Download a copy here.

In 2010 the Applied Technology Council (ATC) and the Federal Emergency Management Agency (FEMA) convened a workshop to gather input on developing a new system for rating the earthquake performance of new and existing buildings. The identified relevant issues, including how such a rating system would encourage and promote building seismic evaluation and rehabilitation, technical difficulties, potential socio-economic impediments, and stakeholder concerns and advantages.
